EC files dispute against Russia concerning import duties
According to European Comission press release Russia diverges from what was decided at the time it was joining the WTO in two ways: either it applies a higher duty rate, or it fixes a minimum amount that needs to be paid even if not justified by the agreed duty rate expressed in a percentage of the product value.
As stated on WTO web-site, the EU mentions in particular the duty rates applied to paper and paperboard, palm oil and its fractions, refrigerators and combined refrigerator-freezers (EU request still is not awailale).
Analysis of Russia's duties rates shows, that for example, rates for palm oil meet Russia's obligations under Protocol on Accession only in part: the rate os 3 % in 2014 but the minimum sum of duty shiuld be not less then 0,09 per kilo. Such condition is not provided in protocol.
